EPA raises Renewable Fuel Standard for 2009 requirements

In collaboration with refiners, renewable fuel producers and other major stakeholders, EPA has announced that it will raise the RFS (Renewable Fuel Standard) from 7 % in 2008 to 10.7% for 2009 requirement. This standard is used by the obligating parties of blenders, refiners, and importers to calculate their renewable volume obligation. The Renewable fuel standard, as enacted Energy Independency and Security Act of 2007, will increase the amount of renewable fuels to be blended with gasoline from 9 Billion gallons in 2008 to 36 Billion gallons in 2022. This relates to the amount of renewable fuel blending requirements for the United States only. What are renewable fuels? These are fuels that originate from plant, animal products or waste instead of the fossil fuels that our world has been so dependant upon. Most common renewable fuels being used currently are Ethanol and Biodiesel. Half the amount of gasoline sold in the United States is the "E10", which is Ethanol blended in with gasoline at a 10% volume. Many newer vehicles called "Flexible-Fuel vehicles" are especially designed to handle a product called E85, which is 85% Ethanol blended with gasoline. Are all refiners required to follow the RFS requirements set by EPA? Most refiners, blenders and importers are to follow the requirements of the minimum blended of renewable fuels each year after September 1, 2007 and every year thereafter. Any exemptions? Most small refiners are exempt up until 2010. All gasoline producers in Alaska and other outlying U.S. territories are exempt indefinitely. However, Hawaii, previously exempted from the program, has already opted in to participate within the program as of January 1, 2008. How will renewable fuels, Ethanol blend, affect the performance of any vehicle? In most newer vehicle models and under typical operating conditions, there should not be any noticeable difference in the performance and fuel economy of the vehicle, if using the E10 (10% blend ethanol). However, some of the older models might be affected in areas that Ehanol usage is new, so a good maintenance would be required. Fuel efficiency may not improve but instead be slightly worsened because Ethanol has 2/3 the energy content as gasoline.
